APRIL 20, 2008

DFC Chris Leatherman received a complaint at 0100 hours regarding a subject who struck a
utility pole on Limestone Road and left the scene.  Magnol Velazquez Morales, age 23,












Mill Meadow Trailer Park was later arrested for DUI, No Operators License and Leaving the Scene
of an accident.  Morales was transported to PD Keyser for processing and later incarserated in
the Mineral County Detention Center.  Morales later appeared before County Magistrate Sue
Roby and was released after posting a $2,000 bond.

Deputy Weakley responded to assist West Virginia State Police.  Off duty Deputy Robbie Smith
contacted Mineral County 911 advising that a subject had thrown an object from a moving
vehicle strking his vehicle on State Route 956.  State Police is handling the incident.

Deputy Weakley responded to Jo Jo's Bar in Keyser to assist PD Keyser in transported subjects
from that bar that had been arrested.

Deputy Marc Leatherman served a bailiff in Magistrate Court.

Deputy Weakley responded to 3 Lyons Street in Ridgeley at 0220 hours where Suann Roberta
Swick, 50 Fayette St, Cumberland Md reported that while she was at the Ridgeley VFW someone
stuck her vehicle.  A suspect was determined and investigation is continuing.

Deputy Weakley responded to Cassell residence, 65 Knobley Street in Ridgeley regarding a
Domestic situation at 0400 hours.  No arrests were made.

Deputy Kerling served as bailiff in Magistrate Court from 1200 hours until 1430 hours.

Deputy Marc Leatherman responded to the Ray Westfall residence in Fountain for a Domestic
situation.  No arrests were made.

Deputy Marc Leatherman responded to Dan's Run Road for a burglary alarms that had been
activiated.  Owner advised that the alarm was false.

APRIL 21, 2008

DFC Reall responded to the Fountain area for a dispute over a right of way.  

Deputy Marc Leatherman received a complaint from Stacy Lower that she struck a deer on State
Route 46.  

Deputy Marc Leatherman received a complaint pertaining to a missing person.  The complaint
was later determined unfounded.

Sheriff White received a complaint regarding the theft of campaign signs in the Ft. Ashby area.

APRIL 22, 2008

Deputy Marc Leatherman arrested Yolanda Parmer, age 35, Burlington, WV











with a Felony arrest warrant charging her with Accessory to Grand Larceny.  Parmer was
arraigned by County Magistrate Sue roby and released after posting a $5,000.00 PR bond.

Deputy Marc Leatherman responded to a 911 hang up call in Fountain.  Resident was having
problems with a cell phone.

Deputy Weakley responded to a single motor vehicle accident at Martin Parking lot in Keyser
Square at 2100 hours.  Upon arrival a Jeep Grand cherokee was discovered over an enbankment
and the driver had fled the scene.  Identification of the driver was obtained from witnesses and a
short time later Holly Rosetta Caslin, age 28











was located at 92 D Street in Keyser and arrested for Felony 3rd Offense DUI.  Caslin was
transported to PD Keyser for processing and later transported to the Regional Jail in Augusta
awaiting arraignment.

Deputy Marc Leatherman responded to Dawn Drive in Ft. Ashby for a report of a suspicious
person in the area.  Subjects were located and were identified as local residents.

APRIL 23, 2008

Sheriff White arrested Steven M. Becker, age 41, New Creek WV on an outsanding warrant for
Worthless Checks.  The warrant was from Monongalia County.  Becker appeared before County
Magistrate David Harman and was released after posting a PR Bond.

Chief Deputy Sabin and DFC Reall assisted Preventive Resource Officer Kam Jeffires at
Frankfort High School where a mock DUI crash was staged.  The event was part of a DUI
Awareness Program for the students.

DFC Reall placed Michael Rosier on Home Incarceration.  Rosier is confined to 5 East Harrsion
Street in Piedmont, WV.

Sheriff White received a complaint regarding two juvenile fighting after getting off a school bus at
Green Gables Apartments.  Report will be forwarded to Prosectuors Office for juvenile petition.

Sheriff White received a complaint pertaining to person(s) stealing campaign sign on Harley O.
Staggers Drive.

DFC Chris Leatherman received a complaint from Tiffany Whetzel, 318 North Davis St, Keyser
who advised that on Tuesday April 22 Jared Citarelli took her vehicle without her permission.  
The vehicle was returned with considerable damage.  Incident is under investigation.

Sheriff White, DFC Chris Leatherman and DFC Reall responded to 1011 Trenum Drive in New
Creek.  Information was received from Warren County Virginia that a Hispanic juvenile who is
wanted in Warren Court was at this residence.  Upon arrival the juvenile attempted to flee out a
back bedroom window but was taken into custody.  Keli Ann Murphy, age 21, 1011 Trenum Drive
was also arrested and charged with Obstructing an Officer.  The juvenile was transported to the
Mineral County Detention Center and later appeared before County Magistrate Sue Roby where
she was released on $500.00 bond.  Authorities from Warren County Virginia traveled to the
Mineral County Detention Center and transported the juvenile back to Virginia.

APRIL 24, 2008

DFC Reall arrested Crystal Robinette on outstanding warrants for Worthless Checks.  Robinette
appeared before a County Magistrate and was released after posting a bond.

DFC Chris Leatherman arrested Jared Citarelli after his probation was violated by the Probation
Office.  Citarelli was transported to the Regional Jail in Augusta.

APRIL 25, 2008

DFC Reall transported a juvenile from the Chick Buckbee Juvenile Detention Center to Cornell
Abraxes Center in South Mountain, PA.

DFC Chris Leatherman and Deputy Kerling responded to the Brennan residence on State Route
28 at 0020 hours for a prowler complaint.  A subject had attempted to gain entry to the residence
by forcing open a basement door.

Chief Deputy Sabin responded to Keyser High School where the School Resource Officer
reported a Tiffany Snyder had outstanding warrants on file and  was attemting to leave the
school.  Upon Sabins arrival, Snyder was transported to the Mineral County Detention and later
appeared before a county magistrate where she was released after posting a bond.

Chief Deputy Sabin responded to a two vehicle accident on State Route 28 in front of the
Mountaineer Mart at 1130 hours.  Randall Wormogoor o Van Buren, Indiana collided into the rear
end of a vehicle being operated by Paula Harman.  No injuries were reported.

Deputy Kerling received a complaint from Criterion Inc. regarding illegal use of a company credit
card.  Investigation is continuing.

Deputy Kerling received a complaint at 1930 hours from April Smith on Limestone Road
regarding a van striking mailboxes and leaveing the scene.

DFC Chris Leatherman arrested Herbert Kelly Lawrence II, age 38













1085 Carolina Ave, Keyser for DUI and speeding.  Lawrence was stopped on State Route 46 after
being stopped for speeding.  Lawrence was transported to PD Keyser for processing.  Lawrence
was then incarcerated in the Mineral County Detention Center and later posted a $1,000 bond
and was released.

APRIL 26, 2008

DFC Chris Leatherman responded to 37 Water Street in Piedmont at 0110 hours for a report of
someone setting papers afire at the front door.  Suspects were not located.

DFC Chris Leatherman and Deputy Kerling responded to assist PD Keyser who had arrested a
Frederick Washington.  PD Keyser units utilized the tazer in arresting Washington and he was
transported to Potomac Valley Hospital where her was medical cleared.  Deputy Kerling then
transported Washington to the Mineral County Detention Center.

APRIL 26, 2008

Deputy Weakley arrested Timothy David Bradley Sr. age 40,












43 F Street Keyser on an outstanding warrant for Failure to Pay Child Support.

Deputy Weakley responded to the Kingsford Charcoal facility in Carpendale for an alarm that had
been activated.  The building was checked and found to be secure and nothing had been
distrubed.

Deputy Weakley received a complaint pertaining to a stolen vehicle in the Antioch area.  The
vehicle was located and the complaint was unfounded.

Deputy Weakley responded to the Savage residence on State Route 972 for a Domestic situation
at 1640 hours.  No arrests were made.

DFC Chris Leatherman responded to assist PD Keyser at 175 South Main Street regarding a
stabbing incident.  After arrival, Timoth Bradley and Michael Coffman were arrested for
Contributing to the Delinquency of a minor.  Incident is being investigated by PD Keyser.

APRIL 27, 2008

Deputy Kerling responded to the Potomace Valley Hospital for a reported Domestic situation.  No
arrests were made.

Deputy Weakley responded to Barnum at 1520 hours for a ATV accident.  Upon arrival it was
discovered the accident occurred on private property with minor injuries.  

Deputy Weakley, DFC Smith and Deputy Kerling responded to assist Potomac State College
Campus Police with a subject who assaulted a College Police officer.  Incident being investigated
by Campus Police.

APRIL 28, 2008

Chief Deputy Sabin received  a complaint pertaining to identity theft.  The complainant advised
that another person used their name to acquire TV cable service.  Investigation is continuing.

DFC Smith and Deputy Weakley responded to the Jason Yaider residence in Carpendale for a
reported burglary.  After arrival on scene it was deteremined that no forced entry had been made.

Deputy Weakley received a complaint on a juvenile who had left home in Piedmont.  

DFC Smith and Deputy Weakley responded to the Savage residence in Elk Garden for a Dometic
situation at 1930 hours.  No arrests were made.

DFC Smith and Deputy Weakley resonded to the Gilbert Ray Westfall residence in Ellifritz
Addition, Fountain for a Domestic situation.   Gilbert Ray Westfall, age 50












was arrested for 3rd Offense Domestic Battery.  Westfall was transported to the Regional Jail in
Augusta.

APRIL 30, 2008

Sheriff White and Chief Deputy Sabin attended a meeting at the Mineral County Health
Department hosed by OES Director Marc Bahsoor from 1000 until 1200 hours.

Chief Deputy Sabin and DFC Reall responded to Pine Street for a well being check on an subject
who had not appeared for work.  

DFC Reall and Sheriff White responded to a Domestic situation at 84 West Harrison Street in
Piedmont.  A male subject had departed the residence prior to officers arrival.  No arrests were
made.

Sheriff White, DFC Chris Leatherman and DFC Reall responded to Human Service on Souther
Drive regarding subjects who were creating a disturbance.  No arrests were made.

Chief Deputy Sabin arrested Renee Yaider of Carpendale at 1330 hours.  Yaider had an  
outstanding warrant on file for a leash law violation.  Yaider appeared before County Magistrate
Dave Harman and was released after paying a fine.

DFC Reall received a complaint from Erika Dersin in Ft. Ashby regarding a subject who had
struck her vehicle with a bottle, reckless driving and destruction of property.  Investigation is
continuing.

DFC Chris Leatherman and DFC Smith responded at 2230 hours to a single motor vehicle
accident on State Route 46 near the Mineral County Baptist Church.  Upon arrival Deputies
discovered a 1991 Chevrolet on the north side of the roadway that had collided with a utility pole.  
The driver had left the scene.  Later deputies located Robert Joseph Rodeheaver,












age 52 of 237 Laurel  Ave, Johnstown, PA and arrested him for 2nd Offense DUI, Driving while
operators licenese were supsended for DUI and Leaving the scene of an accident with property
damage.  Rodeheaver was transported to PD Keyser for processing and then transported to the
Regional Jail in Augusta.

MAY 1, 2008

DFC Smith responded to Deerhaven Subdivision for a 911 hang-up call.  Problems with the
phone system were identified.

DFC Reall and Deputy Kerling assisted Mineral County Probation Officer Larry Wade on a home
visit on Carskadon Street.

DFC Chris Leatherman arrested Charles Edward Davis III, age 21 of Keyser for Probation
violation.

CPL Wingler transported Charles  Edward Davis III from the Mineral County Detention Center to
the Regional Jail in Augusta.

Cpl. Wingler and DFC Chris Leatherman responded to Tasker Road near Elk Garden regarding
the destruction of property to home owned by Mead Westvaco.  Considerable damage occurred
to the interior of this residence.  Investigation is continuing.

MAY 2, 2008

CPL. Wingler received a complaint of a pedistrian being struck by a vehicle on State Route 28.  
David Burruss, address unknown claimed that a vehicle had struck him as he walked along
Route 28 near Syples Curve.  Further investigation determine that Burruss had fell over an
embankment, going through a barbed wire fence and into a creek.  Burruss was under the
infulence of alcohol at the time of the incident.

Deputy Kerling and Deputy Weakley appeared in Magistrate Court for a scheduled  hearing
on Richard LeRoy Saville.  Saville did not appear and a capias was issued for his arrest.

Deputy Kerling arrested Curtis Charles August, age 38,











32 South Water Street Keyser at 1715 hours for Fleeing on foot and Obstructing  an Officer.  
Deputy Kerling was assisting PD Keyser in locating August.  When Deputy Kerling approached
August on W. Piedmont Street he fled on foot.  August received a lacaeration to his foot and was
transported to the Potomac Valley Hospital for treatment and was released.  August was
transported to Mineral County Detention Center.  August later appeared before County
Magistrate Sue Roby and was released after posting a  $2,000 bond.

DFC Chris Leatherman served a Domestic Protective Order on Christopher Slack at his
residence in Keymont.

MAY 3, 2008

CPL. Wingler and DFC Chris Leatherman responded to US Route 220 (Cut-Off Road) for a male
subject walking in the roadway at 0010 hours.  Subject was not located.

CPL. Wingler responded to a right of way dispute in Grandview Estates off Route 46.  Both
parties were advised to contact an attorney regarding the right of way issue.

CPL. Wingler and DFC Chris Leatherman served a Wrongful Occupation Order on Robert and
Rebecca Harding at 525 West Piedmont Street in Keyser at 1810 hours.

Deputy Weakley responded to a fight involving weapons at Desparado's Bar in Ridgeley at 1820
hours.  After arriving on the scene, Jay Charles Hardy, age 53,










401 Broadway Street, Cumberland, MD was arrested for Battery, Obstructing an Officer,
Disorderly Conduct and Assualt.  David Everett Frost , age 27











of Ridgeley was arrested by Trooper Huffman charged with Battery.  Both were transported to
the Mineral County Detention Center.  Frost later appeared before County Magistrate Sue Roby
and was released on a PR bond.  Jay Charles Hardy appeared before Magistrate Sue Roby and
was released on $2,000 bond.

MAY 6, 2008

DFC Smith responded to Ft. Ashby regarding a subject who had a controlled substance in his
possession.  Matter was refered to the Prosecutors Office.

Deputy Marc Leatherman responded to US Route 220 near Doctor Shenoys office for suspicious
subjects.  Subjects were not located.

DFC Chris Leatherman presented cases before the Mineral County Grand Jury.

MAY 7, 2008

DFC Reall responded to a two vehicle accident on US Route 220 at the intersection with Harley O.
Staggers Drive at 0800 hours.  











John allen Hawkins of Keyser was traveling north on US Route 220 operating a motorcycle.  
Zackary Ray Cumminmgs of Keyser was entering US Route 220 from Harley O. Staggers Drive.  
Hawkins collided with Cummings as he pulled out onto US Route 220.  No injuries were reported.

Chief Deputy Sabin transported inmate Amanda Parker from the Alleghany Detention Center to
the Mineral County Detention Center.

DFC Chris Leatherman appeared in Magistrate Court for a scheduled hearing on Chad Robinette.

DFC Chris Leatherman responded to a single motor vehicle accident on Limestone Road at 1420
hours.











Elizabeth Poole Stevenson, 42 Maryland Street, Keyser was traveling north on Limestone Road
when she lost control of her 1999 Lincoln Navigator and went over an embankment.  Stevenson
was transported to Potomac Valley Hospital where she was treated and released for minor
injuries.

DFC Reall responded to the to the Keyser Primary Middle School for a vehicle accident.  










Marla Elain Redman of 29 East Harrison Street Piedmont collided her front end into the rear of a
Mineral County School bus.  Bus was not occupied with passengers at the time of the collision.  
Redman was cited for Imporper Registration, Driving Suspended and No Insurance.

Sheriff White responded to PD Keyser regarding a destruction of property complaint.  According
to Chief Shoemaker a police curiser which was parked on St. Cloud Street had all four tires
slashed and the passenger side of the cruiser was scratched.  The cruiser is a 2004 Ford
Explorer was damaged sometime during the nighttime hours.

Cpl. Wingler and DFC Chris Leatherman respnded to the Crystal Taylor residence on Push Root
Road at 2342 hours for a Domestic situation.  After arrival, Dustin Allen Haggerty, age 19,









Burlington, WV was arrested for Malicious Assault.  Haggerty was transported to the Regional
Jail in Augusta.  The victim, Crystal Taylor was transported to Potomac Valley Hospital by
Burlington VFD ambulance for injuries she received.

DFC Smith served a Family Law Court  order on John Jay Powell on West Piedmont Street in
Keyser.

DFC Smith appeared in Magistrate Court for a scheduled hearing on Randolph Junior Berg.

DFC Smith received a complaint pertaining to a child custody matter.  Subjects were advised to
contact the Family Law Court.

May 8, 2008:

Cpl. Wingler responded to the Cut-Off Road for a loud noise complaint.

During the weekend of Friday, May 2 thru Sunday May 3, 2008 the Mineral County Detention
Center received 16 inmates, saving the county $1,164.00 in Regional Jail costs.  To date, a total of
$8,778.50 (since March 28, 2008) has been saved in Regional Jail costs.

BE FAMILIAR WITH NEW LAW:

According to WV Code Chapter 17C, Article 14, Section 9a, the driver of any vehicle approaching
a stationary authorized emergency vehicle, when the emergency vehicle is displaying flashing
lights, shall do the following:

 Proceed with due caution, yield the right-of-way by making a lane change not
adjacent to that of the authorized emergency vehicle, if possible with regard to safety and traffic
conditions, if on a highway having at least four lanes with not less than two lanes proceeding in
the same direction as the approaching vehicle and reduce speed to a safe level for road
conditions; or

 Proceed with due caution, reduce speed, maintain a safe speed not to exceed
fifteen miles per hour on any nondivided highway or street and twenty-five miles per hour on any
divided highway, if changing lanes is impossible or unsafe.

 Any person who violates any subsection of this section is guilty of a misdemeanor and, upon
conviction thereof, shall be fined not more than five hundred dollars or confined in the regional
jail not more than sixty days, or both.
